It's often said that no phone alert means no earthquake happened—in fact, an alert may be missing because the shaking did not meet the system's threshold or the message could not reach the device.
The warning usually arrives after an earthquake has started, not before it begins, because the system is racing the quake’s stronger, slower waves. Even a short head start can help people protect themselves and pause risky equipment.
